Org. Setting and Reporting
The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote regional cooperation for inclusive economic and social development in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership, through its analytical, normative and technical cooperation, to respond to the development priorities and changing needs of the Asian and Pacific region.

The position is located in the Enterprise Application Centre in Bangkok of the Office of Information and Communications Technology (OICT), hosted by ESCAP. The incumbent reports to a Senior Project Coordinator, under the Enterprise Application Centre in Bangkok (EAC-BKK), the Office of Information and Communications Technology (OICT), Department of Management (DM).
Responsibilities
Under the direct supervision of the Senior Project Coordinator, and overall supervision of the Chief, Enterprise Application Centre - Bangkok, the incumbent is required to perform the following functions:

1. Carries out feasibility studies, systems analysis, design, development and implementation of new, moderately complex systems, and/or, participates as a member of a development team with responsibility for major components of the more complex systems such as Customer Relationship Management, Enterprise Resource Planning, or Supplies Management.

2. Develops detailed system and other functional specifications and user documentation for major systems.

3. Provides specialized advice to users, analyzing users’ requirements and translating these into new applications; determines application systems integration and linkage issues.

4. Maintains, upgrades, or enhances existing systems; troubleshoots and provides continuing user support, to include resolving difficult problems, advising on the use of new techniques, monitoring transactions to measure performance and continued effectiveness of assigned systems, etc.

5. Develops and maintains computer programs that require integration of many interrelated systems and program elements; ensures appropriate data security and access controls considering both local and wide area issues.

6. Organizes and performs unit and integrated testing, designing and utilizing test bases; assists users in acceptance testing.

7. Develops training materials, operating and user manuals; trains staff in assigned systems.

8. Develops disaster recovery plans and ensures appropriate planning and training of those responsible.

9. Researches, analyzes and evaluates new technologies and makes recommendations for their deployment.

10. Provides guidance to, and may supervise, new/junior staff, consultants, etc.
Competencies
Professionalism: 

Knowledge of systems design, development, management, implementation, maintenance and technical support of complex information systems such as Supplies Management, Customer Relationship Management or ERP. Knowledge of SAP applications design and development.
Significant exposure to and demonstrated proficiency in SAP project implementation from proof of concept through production deployment and support. Ability to develop and oversee large centralized or decentralized institutional systems; conceptual and strategic analytical capacity to understand information system and business operational issues so as to thoroughly analyze and evaluate critical systems matters. Knowledge of a range of computer languages and development paradigms, in particular web development and SAP ABAP programming. Knowledge of organization’s information infrastructure and IT strategy as it relates to user area(s). Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

Education
Advanced university degree (Master’s degree or equivalent) in computer science, information systems, mathematics, statistics or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of 5 years of progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems or related area is required. 

A minimum of 4 years hands-on technical experience in web application development and SAP ABAP development is highly desirable.

At least 2 years hands-on technical experience on 5 or more of the following technologies: Oracle database, AJAX, eScript, Web Dynpro, BSP, web services, object-oriented programming, OBIEE is highly desirable.

Experience of user support on enterprise application(s) is highly desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.
Assessment
