Assessment Period
Eligible applicants will be invited to sit a general abilities test, which they will be informed of by email and/or on the "My upcoming test schedule" page in Inspira. The general abilities test will be given during the period of 30 June-1 July. Candidates will be given a 48-hour testing window during which they need to complete the test in the prescribed time in order to remain under consideration. 

Following the evaluation of an applicants' performance on the general abilities test, all passing candidates will be screened for suitability for the position they applied for. Those applicants who are deemed eligible through the Inspira eligibility screening and the general test, as well as suitable through the suitability screening, will be invited to complete a substantive test, which will be given during the weeks of 11 July – 3 August. Applicants will need to check the "My upcoming test schedule"page prior and during this period to find the 48-hour testing windows for all substantive tests they are invited to take. They will further be receiving email notifications shortly before the testing windows open. If an applicant did not pass the general test and suitability screening, no subsequent tests will be announced on the “My upcoming test schedule page”. 

All applicants are encouraged to check the exact testing windows for the general and the substantive tests in Inspira on the “My upcoming test schedule page” as well as on a dedicated page on the United Nations HR Portal (hr.un.org/page/mobility) after the closing of this job opening. Applicants should check regularly, in particular during the week before above referenced testing windows.

Previously rostered candidates who are already on pre-approved rosters, following a review by a United Nations Central Review Body, will not be subject to any further assessment and, accordingly, will not be invited to sit for any part of the test or interview.

Org. Setting and Reporting
The position is located in the Central Emergency Response Fund (CERF) of the Office for the Coordination of Humanitarian Affairs (OCHA), New York. New York is classified as H duty station and a family duty station. The Humanitarian Affairs Officer reports to the Chief of Section. 

OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. Responsibilities
Within delegated authority, the Humanitarian Affairs Officer will be responsible for the following duties: 

• Serves as a senior officer; advise on overall policy direction on specific issues related to safeguarding humanitarian principles and ensuring the effective delivery of humanitarian assistance of relevance to resource mobilization and engagement efforts of CERF. 
• Prepares or contributes to the preparation of various written strategies, plans, reports, and communications, e.g. talking points and key messages, drafts sections of studies, background papers, policy guidelines, parliamentary documents, briefings, case studies, presentations, correspondence; Monitors, analyzes and reports on humanitarian developments, humanitarian financing and funding related to disaster relief/management programmes or emergency situations in assigned country/area of relevance to CERF;.
• Assists in the production of funding appeals and outreach for CERF; ensures the proper use and spending of donor contributions channelled through OCHA.
• Coordinates the annual CERF High-Level Conference, CERF ECOSOC event, Member States briefings and other key milestones.
• Organizes and prepares studies on humanitarian, emergency relief and related issues on resource mobilization for CERF; organizes follows-up work, including support policy development work and decision-making on important issues; and ensures the implementation of recommendations emanating from relevant studies.
• Establishes and maintains contacts with government officials, especially regional groupings and potential donors to CERF, other UN agencies, non-governmental organizations, diplomatic missions, media, etc.; ensures appropriate mechanisms to facilitate collaboration and exchange of information both in and outside the UN system on CERF.
• Strengthens and manages relationship with the CERF Advisory Group; ensures timely communication with Advisory Group on related matters; co-ordinates the yearly nomination of the CERF Advisory Group members.
• Co-ordinates CERF’s timely and effective engagement in UN inter-governmental policy and related fora: ECOSOC, General Assembly, Member State briefings; prepares policy position, strategy papers and plans.
• Serves as the primary focal point on specific topics or policy-related issues related to resource mobilisation; keeps abreast of latest developments, liaises with other humanitarian organizations, donors, etc., ensures appropriate monitoring and reporting mechanisms; provides information and advice on a range of related issues. 
• Organizes and participates in work groups, meetings, conferences, consultations with other agencies and partners humanitarian and emergency relief-related matters.
• Monitors planning and preparation of unit budget and work program.
• Provides leadership and work direction to assigned work team, and/or mentors and supervises the work of new/junior officers.
• Performs other duties as required.
Competencies

Conceptual and strategic analytical capacity, to include ability to analyze and articulate the humanitarian dimension of complex issues that require a coordinated UN response. Education
Advanced university degree (Master’s degree or equivalent degree) in political science, social science, public administration, international studies, economics, engineering, earth sciences or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of seven years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or other related area is required. Work experience with humanitarian financing, resource mobilisation and/or partnerships is required.
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required. Knowledge of another UN official language is desirable.
Assessment
