Org. Setting and Reporting
This position is located, in El Fasher, in the African Union-United Nations Hybrid Mission in Darfur (UNAMID). The Fuel Assistant will report to the Chief Supply Officer or the Chief Fuel Unit.
Within delegated authority, the Fuel Assistant will carry out the following duties:
•Implements petroleum, oils and lubricants (POL) provisions and related services to the Mission.
•Assists and coordinates on the job training of junior staff members.
•Follows up the approval of POL requisition and forwards it for preparation of purchase order.
•Raises requisitions for the purchase of fuel equipment.
•Verifies payment requests against invoices and delivery notes.
•Verifies unloaded measured quantity against delivery notes and adjust the inventory. 
•Prepares delivery document of POL products for authorization.
•Validates requests; certifies and forwards requests of bulk fuel to contingents and other users for authorization. 
•Prepares data/and information and develops standard operating procedures.
•Prepares data and information for developing the requirement of support equipment.
•Prepares data and information for developing Statement of Work (SOW) and other relevant documents.
•Develops and updates the Mission Fuel Plan and the Unit's work program.
•Verifies and consolidates input and data for budget preparation; and forward for budget development.
•Prepares data and information to respond to audit requests.
•Establishes a system to conduct daily, weekly and monthly reconciliation of fuel receipts and issues.
•Analyzes and verifies incident reports.
•Analyzes usage and historical consumption of fuel, oils and lubricants.
•Monitors the expenditure against the funds allocated by purchase orders in respect to fuel related requisitions.
•Implements the internal control systems including accounting, reports on and maintains all electronic/hard copy records to ensure a proper audit trail.
•Analyzes rate of consumption of equipment monitored by Electronic Fuel Management System (EFMS) and forward recommendations.
•Completes the R&I (Receiving and Inspection) process.
•Monitors that Mission strategic and local reserves are maintained at adequate levels at all times.
•Analyzes product test results and verifies the quality of POL is within the limit as set up in the standard.
•Establishes all Safety, Health and Environmental instructions and guidelines by coaching subordinates, posting signage, and conducting safety drills. Verifies incident reports.
•Establishes fuel related Quality Assurance (QA) policies and procedures. 
•Prepares preventive maintenance schedule and analyze operation of equipment to forecast future requirement.
•Collaborates with procurement and Contract Management in the elaboration of contracts.
•Coordinates and manages contract operations.
•Resolves any contractual issues.
•Monitors and reports contract performance to ensure compliance with contractual Key Performance Indicators (KPI), schedules and cost objectives.
•Performs other related work as required.
Professionalism: Detailed practical and theoretical knowledge of internationally accepted fuel operations and management standards with a good understanding of field support operations, programme/contract execution and administration; a thorough understanding of inventory policies, practices and procedures; proven analytical skills, including the ability to research and analyze data and develop recommendations; effective skills in raising, assigning and following up on project schedules and work orders; demonstrated ability to determine work required and assign the same correctly according to skills capability of available staff; ability to obtain information, clarification and agreement on specification to requirements; proven ability to grasp complex concepts; logical analytical approach to solving problems using sound judgment and decision-making methodologies; discretion and sound judgment of applying expertise to complex and/or sensitive issues that are typically broad in scope; good understanding of fuel pricing methodologies and the use of price benchmarks such as Platts;
good understanding of the contracting process, including ability to develop Statements of Work; good negotiating skills and the ability to influence others to reach an agreement.

High school or equivalent diploma is required. Technical or vocational certificate Fuel/Petroleum, Oil and Lubricants (POL) or -related discipline from internationally recognized organizations, e.g., IATA.
Work Experience
At least eight years of progressively responsible experience in three or more of the following areas: (1) the operation of field fuel installations and fuel handling procedures; (2) fuel contract administration; (3) maintenance/repair of fuel equipment; (4) quality assurance/quality control procedures related to POL operations in a field environment; and (5) Safety, Health and Environmental procedures related to POL operations. Experience in handling fuel contract administration is desirable. Experience in managing support services in international operations in a post conflict environment is highly desirable.
English and French are the working languages of the UN Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of other UN official language is an advantage.
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
