The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The overall objective of the UNEP's Division of Technology, Industry and Economics (DTIE) is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities (http://www.unep.fr/). The position is located in the Division of Technology, Industry and Economics (DTIE), Energy Branch, Paris duty Station.
Responsibilities
Under the general supervision of the Energy, Climate and Technology Head of Branch and direct supervision of the Project Administrative Liaison Officer), the incumbent will perform the following tasks: Budget and Treasury: - Provide support with respect to the review, analyse and preparation of the medium-term plan and its revisions; Preparation, enrollment and revision of budgets for supported projects in the financial system (release, un release budgets, appropriation, deployment, redeployment); Preparation of data for enrollment and revision of all financial commitment obligations and corresponding P1-grants for legal instruments; Process Grant Approval requests for P1-grants, PO approval requests via Lotus Note portal; Issue payments (cash advances, reimbursement, refunds to donor) via Lotus Note portal, monitor and record expenditures via service entry sheets (SES) in UMOJA from executing partners against budget allocations; Creation of project structure in UMOJA (new WBS elements via Project Builder); Ledger reconciliations of project financial status on an ongoing basis, processing adjustments for income, expenditures etc; Liaise with OfO finance and UNON on different financial, accounting and budget matters in conjunction with project implementation process; Issue sub-allotments for regional offices; Participation in preparation of closing revisions, verification of the accuracy of input data, ensuring consistency of data in allotments and sub-allotments; Guidance to UNEP Project Managers and project executing partners in preparation of project budget and expenditure reports in line with UNEP guidelines. Other: - Keep-up-to-date on documents/reports/guidelines that have a bearing on matters related to programme, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures. - Maintain and keep up-to date files. May be responsible for providing guidance, training and daily supervision to other general service staff in the area of responsibility. - Perform other related duties as may be assigned.

Education
Completion of secondary school is required. Additional professional training in finance, accounting, administration or a related area is required.
Work Experience
A minimum of seven years of progressively responsible work experience in finance, budget, accounting, administrative services or related area is required. Experience within the United Nations is an added advantage.
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and oral English is required. Working knowledge of other UN official languages is desirable.

Evaluation of qualified candidates for this position may include substantive assessment which may be followed by a competency-based interview.
