Org. Setting and Reporting

 

The United Nations Environment Programme (UNEP) is the United Nations systems-designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action.  The overall objective of the UNEP's Division of Technology, Industry and Economics (DTIE) is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities. This post is located in UNEP/DTIE at the Geneva duty station.

 

Responsibilities

 

Under the direct supervision of the Regional Director and within delegated authority, the incumbent will carry out the following duties: Policy
• Serves as a senior policy officer, advising UNEP, and particularly the Subprogramme Coordinators for Climate Change and Resource Efficiency, on overall policy direction and country needs in the region that require UNEP attention.
• Serves as the primary UNEP focal point in the region on capacity building and access to technology in the areas of climate change and resource efficiency; keeps abreast of, analyses and reports on latest developments related to climate change and resource efficiency issues; liaises with other UN specialized agencies, local non-governmental organizations, national research institutes, relevant conventions etc.
• Prepares strategies on the environmental aspects of UNEP’s regional climate change and resource efficiency work; organizes follow-up work in the region, including interagency technical review meetings to support policy development work and decision-making on important issues; ensures the implementation of recommendations emanating from relevant reports.
Coordination
• Coordinates the regional input into UNEP’s programming related to capacity building support and access to technology within climate change and resource efficiency; ensures necessary support (e.g. staff, funding, specialized equipment, supplies etc.); prepares situation reports to the international community.
• Coordinates UNEP’s work in the region, in collaboration with the relevant UNEP division(s) and the Subprogramme Coordinators, for climate change and resource efficiency, to help countries build capacity in these areas and to facilitate access to climate-friendly and resource efficient technologies, as well as help develop capacities to put in place the enabling policy frameworks and economic instruments that promote resource efficiency and a low emissions economy.
• Coordinates in collaboration with the relevant UNEP division(s), UNEP’s work in the region to assist Member States with capacity-building and technology transfer in the area of climate change and resource efficiency; develops region and country-specific recommendations based on the analysis of pertinent information.
• Facilitates a coordinated approach in the region in the area of capacity building and technology transfer to address climate change and resource efficiency and assists in the integration of climate change and resource efficiency considerations in the development and implementation of national and regional development strategies within the UN system for international assistance;; advises on the proper use and spending of related donor contributions, channelled through UN system-wide efforts.
• Ensures appropriate monitoring and reporting on UNEP’s role in capacity building and access to technology within the region.
Partnerships
• Establishes and maintains contacts with counterparts, senior officers and technical staff in relevant MEA Secretariats, other UN specialized agencies, local non-governmental organizations, national research institutes, relevant conventions etc.; ensures appropriate mechanisms to facilitate collaboration and exchange of information both in and outside of the UN system, as it relates to climate change and resource efficiency change related matters.
• Organizes and participates in relevant work groups, meetings, conferences, consultations with other agencies and partners on climate change and resource efficiency related issues.
• Establishes strong partnerships with UN sister agencies and MEA secretariat focal points in the region, as well as external partners to leverage capacity building support and facilitate access to climate-friendly and resource efficient technologies, particularly with and in support of the climate-related MEAs.
• Perform other duties as required.

• Technological Awareness: Keeps abreast of available technology; Understands applicability and limitation of technology to the work of the office; Actively seeks to apply technology to appropriate tasks; Shows willingness to learn new technology.

 

Education

 

Advanced university degree (Master’s degree or equivalent) in environmental sciences, social sciences, environmental management or a related field.  A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

 

Work Experience

 

A minimum of seven years of progressively responsible experience in the fields of Climate Change and Resource Efficiency. Qualifying years of experience are calculated following the receipt of the first level university degree recognized by the United Nations.

 

Languages

 

English and French are the working languages of the United Nations Secretariat. For this position fluency in oral and written English is required. A good working knowledge of French is desirable.

 

Assessment Method

 

Evaluation of qualified candidates for this position will include a substantive assessment which will be followed by a competency-based interview.
