Org. Setting and Reporting

 

The post is located in the Travel and Transportation Section (TTS), at the Commercial Activities Service of the Facilities and Commercial Services Division in the Office of Central Support Services (OCSS).  The incumbent will report directly to the Chief of the Commercial Activities Service under the overall supervision of the Director of Facilities and Commercial Services Division.

 

Responsibilities

 

Within delegated authority, the Chief of Section, Travel and Transportation Section will have the following responsibilities:

• Manages the Travel Unit which arranges and monitors routing of all official travel undertaken at United Nations expense;
• Issues travel documents for UN and Specialized Agency staff; arranges the issuance of visa requirements by the host country;
• Reports all personnel changes at Headquarters to the host country authorities;
• Provides/disseminate policy guidance to UN duty stations on behalf of the Assistant Secretary-General, OCSS.
• Manages the Transportation Operations Unit which arranges the removal of household goods and personal effects of staff to and from locations worldwide including shipments by civilian police personnel and military observers;
• Manages and maintains the UNHQ vehicle fleet;
• Manages the administration of the provision of office supplies to the Organization and the receipt of goods/equipment at Headquarters.  
• Manages the substantive work programme and programmed activities;
• Co-ordinates the Section’s work programme with other activities of the Division, other departments, Funds, Programmes and Agencies within the UN system;
• Prepares input on travel and transportation briefing material/reports to the General Assembly and other UN bodies;
• Drafts policy and procedural instructions for approval by senior management;
• Prepares all requisite reports to audit, inspection and other governing and oversight bodies with relevant input from the respective Units of the Section;
• Represents the UN Secretariat on travel and transportation related matters in UN system common service bodies at Headquarters;
• Reviews the Section’s budget submissions/programme performance reports;
• Approves staff performance evaluations (Inspira) and vacancy announcements;
• Acts as Certifying Officer for travel authorizations and requisitions, and custodian of the OCSS Petty Cash Imprest Account.

Education

 

Advanced university degree (Master’s or equivalent) in Business Administration or a related field.  A first-level degree with two additional years of qualifying experience in travel and transportation management may be accepted in lieu of the advanced university degree.

 

Work Experience

 

A minimum of ten years of progressively responsible experience in administration, budget, finance and, human resources management or a related field is required.  Experience in international travel and transportation management is required.  Experience in airfare construction and management and, enterprise resource planning systems is desirable.

 

Languages

 

English and French are the working languages of the United Nations.  For this post, fluency in oral and written English is required. Knowledge of a second official UN language is desirable.

 

Assessment Method

 

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
