Org. Setting and Reporting

 

The United Nations Office at Nairobi (UNON) is the UN headquarters in Africa and the representative office of the Secretary-General. We support programme implementation of the United Nations Environment Programme (UNEP) and the UN Human Settlements Programme (UNHABITAT) globally, as well as other UN offices in Kenya, by Providing administrative, conference and information services (www.unon.org).  This post is located in the Knowledge Management Section (KMS), Information and Communication Technology Service (ICTS), Division of Administrative Services in UNON.

 

Responsibilities

 

Under the direct supervision of the Chief, KMS, the incumbent will be responsible for the following duties: 

1. Develop/support major system projects of significant importance to the institution, or major components of these complex systems which typically impact critical operations and large or multiple user groups.
2. Provide expert advice on complex systems analysis and design: Identify the need for new systems (or modifications to existing systems for digitization or archival management system or Lotus Notes based workflow applications or reports using crystal reports/business intelligence); Respond to requests from users; Develop plans for feasibility assessment, requirements specification, interface specifications, system integration, design, development, implementation, and support including project plans, schedules, time and cost estimates, metrics and performance measures.
3. Work with business and technical stakeholders to create Enterprise Content Management (ECM) solutions.
4. Keep abreast of developments in the field and determine the need for testing and evaluating new products and technologies.
5. Prepare various technical reports; Research, analyze and evaluate new technologies on ECM and collaboration platform and make recommendations for their deployment.
6. Provide professional leadership and work direction to assigned project team, and/or mentor and supervises the work of new/junior officers, contract staff, etc.
7. Liaise with UNON and other ICT Security component to ensure that all KMS systems comply with security standards, policies, etc.
8. Perform other related duties as may be assigned.

Knowledge of a range of computer languages and development paradigms, knowledge of organization’s information infrastructure and IT strategy as it relates to user area(s).  Knowledge of knowledge management and content management technologies as well as technologies and innovations in the context of collaboration and social networking.  Knowledge of security related to the management of content as well as to ICT infrastructure, hardware and software.  Knowledge of ICT network technologies specifically with respect to ensuring the acceptable performance of KMS systems throughout the organization. Education

 

Advanced university degree (Master’s degree or equivalent) in computer science, information systems, mathematics, statistics or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

 

Work Experience

 

A minimum of five years of progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems or related area. Experience in Lotus Notes 7 and 8; Microsoft C#.Net, or VB.Net, or ASP.Net, and Microsoft-SQL; Java, JavaScript, PHP, CSS, My-SQL and HTML5 is required.
Experience with Enterprise Content Management implementation in one or more of the following Content management areas (Document management, Record & Archival management, Web Content management, Social Computing/Collaboration platforms, etc.) using Drupal, Microsoft SharePoint, EMC-Documentum or IBM-FileNet is highly desirable, and  implementation experience in social computing platforms like eRoom, IBM Connections, Microsoft Yammer or similar such platform is desirable. Experience with ERP system in a public sector environment (Non Profit organization), and experience in developing or supporting reports using crystal reports or Business Intelligence is desirable.
Proficiency in project management methodology like Prince2 or PMP and tools for project management like MS-Project or CA-Clarity PPM or Oracle-Primavera or similar such tools is highly desirable.

 

Languages

 

English and French are the working languages of the United Nations Secretariat. For this position fluency in oral and written English is required. Working knowledge of another UN language is desirable.

 

Assessment Method

 

Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
