UNOPS has established an office (Pakistan Operations Centre-PKOC) in Pakistan and seeks to recruit a Project Manager. In line with its mandate UNOPS will provide management and procurement services to support the work of all development partners. This will include a range of activities related to the recent floods and activities in other focus areas of UNOPS.

In recognizing the Government of Baluchistan’s desire to improve rural communities’ access to primary education services, the World Bank (WB) has provided a Specific Investment Loan for the financing of the Baluchistan Education Support Project to the Economic Affairs Division, Ministry of Economic Affairs and Statistics, Government of Pakistan. Under this project there is a component for the construction of 649 Community Schools throughout Baluchistan. The rural communities targeted for the construction of new schools are sparsely located across vast areas spanning all 30 districts. The topography of the region is largely mountainous and the transportation infrastructure is not well developed. The capacity of the private sector, specifically in terms of suppliers and competent contractors, is relatively low compared to other regions of Pakistan. It is against this background of project implementation challenges and the government’s need for technical assistance that UNOPS offers its support to the BEF for advancing the BESP construction phase.

With a primary reporting line to the UNOPS Country Director PKOC, the Project Manager (PM) will be responsible for the successful delivery of the Baluchistan Education Support Project. He / she will be based in Islamabad with frequent travel to Quetta and other parts of Baluchistan. The PM is responsible for the coordination of the project team and for ensuring that all project work is of high quality, and completed within the timeframe set by the client. The PM will build and lead the project team that shares a commitment to excellence and adheres to the highest standards of achievement. S/he promotes flexibility and decisive responsiveness to needs and opportunities, coupled with high standards for measuring success. The PM must be skilled in risk assessment, and the implications for project management in difficult/hazardous conditions with special attention to the exposure of UNOPS personnel in the frontline delivery of services

Duties and Responsibilities
  • Prepare project documents for UNOPS engagements in the project implementations, with guidance from the regional support services
  • Establish and maintain effective project resources and processes for the implementation of projects, within the overall country programme structure.
  • Prepare working budgets to support the implementation of work plans and develop strategies for the resources mobilization, in consultation with the Country office support services.
  • Lead the overall project implementation process from the project initiation to the completed works hand-over to the client / beneficiaries, and the project close-out
  • Ensure that all design works are in accordance with the adopted design standards, while meeting the local requirements and cost efficiencies
  • Guide the technical staff for the preparation of reasonable cost estimates based on rate analysis and market research data
  • Supervise the preparation of technical specifications for the solicitation documents for the selection of suppliers / contractors for goods, services & works
  • Ensure effective management of the project budget and supervise the financial administration of the project.
  • Supervise the compliance of the project activities with the objectives and strategy of the project and ensure timely delivery of activities;
  • Provide technical direction on the implementation of the project at all levels;
  • Ensure empowerment of the affected community members to identify & articulate their needs & priorities through participatory process;
  • Prepare the required progress reports, project performance reports, financial reports and the project completion report; in liaison with BEF & World Bank Project unit
  • Coordinate & liaise with relevant Government, Non Governmental agencies, world Bank and key stakeholders
  • Ensure the visibility of the project and the donor contribution;
  • Undertake any additional activity, which is deemed appropriate in carrying out the above
The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Required Selection Criteria
  • Ability to manage and lead a large team and to coordinate with technical counterparts, NGOs and local authorities.
  • Ability to manage the project remotely by having adequate monitoring and control mechanism
  • An organized and professional approach to staff and task management is crucial.
  • A general understanding of the UN and its guiding principles is important.
  • Inter personal skills: Must have ability to build and sustain effective work relationship with subordinates and peers to achieve a common goal.
  • Needs to show a willingness to learn and openness to suggestions for self-improvement.
  • Knowledge of computer software, as well as the capacity to use mapping tools, i.e. GPS and knowledge of construction design software is a great added value.
  • Versatile in use of project management tools and ability to prepare and monitor project plans and progress monitoring charts
  • Ability to coordinate and communicate well in English (spoken and written).
  • Advance University degree in Project Management / Engineering or related field. Additional years of relevant work experience, preferably in combination with a relevant bachelor’s degree, may substitute for the requirement for a master’s degree.
  • Candidate must have either Practitioner level Certification in Prince2 or Project Management Professional (PMP) methodologies
  • At least 7 year of previous similar job experience at managerial level for applicants with Master’s degree. Additional 2 years of relevant work experience will be required for those with a Bachelor’s degree.
  • Competency in the use of all commonly used computer software – spreadsheets and other computer programs is required.
  • Knowledge of the UN system and familiarity with UNOPS procedures is an advantage.
  • Experience in establishing a new project delivery operation team in a challenging living & working environment is desirable.
  • Excellent written and spoken English language skills are a must.
