Background

The Senior UN System Influenza Coordinator (David Nabarro) was appointed in 2005 following agreement between the Secretary General of the United Nations and the Director General of the World Health Organization to catalyze an effective and coordinated response to the threats posed by avian influenza and an influenza pandemic among the UN systems agencies, its partners and the wider array of national, regional and global stakeholders working in a wide range of sectors and institutions. A small coordination team was established to support this work in 2006 located in New York, Bangkok and Geneva. This UN System Influenza Coordination (UNSIC) represented a novel and effective mechanism for promoting synergized working across the full extent of the UN system, linking country-level, regional and global interests within the context of agreed strategies and intergovernmental political frameworks.

Since its inception, much work has been done and progress made. While H5N1 avian influenza continues to be a problem, its spread has largely been contained and strategies are shifting to sustainable and progressive control. Coordination of the response to the threat caused by H5N1 has inspired the response to the H1N1 Pandemic 2009; early evidence suggest that the preparedness work done over the past few years resulted in countries being better prepared to respond to the pandemic. Some of this work has increasingly been approached through the growth of different paradigms, such as through the ‘One Health’ approach, a more integrated or holistic approach to human, animal and ecosystem health.

As pandemic response and preparedness work gradually becomes more mainstreamed, it is expected that the demand for the high-level coordination work provided by UNSIC will diminish over the course of the coming years. As of the middle of 2011, the Policy Advisor position will be the main pandemic support position for the UNSIC Coordinator to provide continued high-level coordination.

Duties and Responsibilities

Under the supervision of the UN System Influenza Coordinator, the Policy Advisor will be responsible for (but not limited to):

  • Provide comprehensive advisory and managerial support to the Coordinator for coordinating and enhancing synergy of strategies undertaken by UN system agencies and other partners through the management of the UN Inter-agency Technical Working Group on Influenza, the Central Fund for Influenza Action (CFIA) Management Committee, as well as the UN Deputy Secretary General’s Steering Committee on Avian and Human influenza.
  • Lead on strategic planning and contribute to the development of UNSIC engagement with efforts to promote pandemic preparedness and response, including through the One Health paradigm.
  • Develop and strengthen partnerships and alliances to optimize UN system links with the global initiatives.
  • Monitor and provide strategic support for the ongoing initiative ‘Toward a Safer World –Capturing and Applying the Lessons of Pandemic Preparedness.’
  • Working closely with the Coordinator, contribute to efforts for the organization of potential future International Ministerial Conferences on pandemic or One Health related issues.
  • Lead on the drafting of strategic documents, statements and correspondence.
  • Effectively communicate with existing and potential donors to strengthen partner and donor relations. Performs fundraising functions as necessary.
  • Rigorously monitor, assess and report on UNSIC performance, including through the drafting and circulation of donor reports.
  • Provide guidance and oversight of UNSIC websites (http://un-influenza.org/ and http://www.undg.org/index.cfm?P=21 ).
  • Perform other advisory duties as assigned by the Coordinator.
The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Competencies and Skills:

  • Planning and Organizing: Well organized, attention to detail, ability to prioritize and deal with multiple responsibilities.
  • Communications: Ability to write in a clear and concise manner and to communicate effectively orally.
  • Interpersonal Skills: Excellent interpersonal skills and teamwork. Experience in working in an international environment; ability to work in a multi-cultural, multi-ethnic environment with sensitivity and discretion. Demonstrated problem-solving skills; flexible, adaptable approaches and able to manage stress.
Education/Experience/Language

Education:
Advanced university degree (Masters or equivalent) in one or more of the following disciplines: social sciences, finance, business administration or management, or a First level university degree in relevant experience in a similar responsible position.

Experience:
At least 10 years of progressively responsible professional experience in an international working environment. Proven relevant experience on working for, or in relationship with, the UN and other multilaterals.

Language:
Fluency in English required. Knowledge of another UN official language is an asset.
